He provides reports and briefings to Members of Congress and their staffs on U.S. policy and legislation on these countries and issues. He also has written numerous articles in various outside publications, including a book entitled "The Warriors of Islam: Iran's Revolutionary Guard," and given many presentations and briefings. During 1996 and during July 2001 - March 2002, he was assigned to the House International Relations Committee to work on Middle East issues, including hearings and legislation. During 1998, he wrote expert working papers on the ballistic missile capabilities of Iran and Iraq for the Commission to Assess the Ballistic Missile Threat to the United States ("Rumsfeld Commission").  In late 1999, the Atlantic Council published his study, "U.S.-Iran Relations: An Analytic Compendium of U.S. Policies, Laws, and Regulations."

At the Congressional Research Service, Dr. Katzman provides analysis on Afghanistan, the Persian Gulf, and Near Eastern terrorism to Members of Congress and their staff.  Dr. Katzman frequently briefs Members and staff on these issues and has organized several seminars for Members and staff on various Persian Gulf-related topics.   He has testified before Congress on several occasions on Iran and Iraq policy.  In his capacity, Dr. Katzman produces annual reports on Middle Eastern terrorist groups and state sponsors, and on U.S. policy in the Persian Gulf region.  He has traveled widely not only to the Middle East and Persian Gulf, but also to Central Asia, the Caucasus, and Asia for official discussions on topics in his area of responsibility.  He has participated in several State Department-sponsored visits to lecture on U.S. policy in the Middle East. He has also traveled on several staff and Member delegations to the Middle East and Afghanistan. He has been a member of several think-tank sponsored working groups on the region, including on Iran and Iraq. During the second session of the 104th Congress, and during July 2001 - March 2002, Dr. Katzman provided on-site support to the House International Relations Committee.  During his assignment, he worked on Committee legislation, organized hearings, supported the Chairman and other Members of the Committee, and staffed Committee meetings with high-ranking Middle East official visitors and Administration officials.

From 1989-1991, Dr. Katzman was an analyst at Defense Systems, Inc., where he produced extensive analyses for clients in the defense and intelligence community. From 1985-1989, he worked at the Central Intelligence Agency (CIA), where he was responsible for writing reports for U.S. Middle East policymakers on leadership dynamics in Iran, Iraq and the Gulf states. Dr. Katzman received his Ph.D. in political science from New York University in 1991. The topic of his dissertation was "Iran's Islamic Revolutionary Guard Corps: Radical Ideology Despite Institutionalization in the Islamic Republic."
